This report is based on task force visits during February 1983 to five maximum security facilities in New York State (Attica, Auburn, Downstate, Green Haven and Ossining) to ascertain where the Department of Correctional Services had improved, failed, and still needed to make changes in facility conditions.
Abstract
It addresses the issues of overcrowding and inadequate expansion; understaffing of critical positions; inmate idleness; classification of inmates; psychotic inmates; violent inmates; and training, age and promotion of corrections officers. Still other problems noted are inmate legal action and prisoners' legal services, contraband smuggling, and discipline and good time. A final issue observed is the need for the institutions to provide payments to localities providing them services.
