Abstract
IT REPRESENTS AN ATTEMPT AT IDENTIFYING SPECIFIC CRITERIA (I.E., MEASURES OF EFFECTIVENESS) FOR USE IN EVALUATING ALTERNATIVE PROPOSALS FOR PROGRAMS FOR CARRYING OUT MAJOR STATE AND LOCAL GOVERNMENTAL FUNCTIONS. IT IS INTENDED FOR DISCUSSION PURPOSES AND TO STIMULATE FURTHER RESEARCH ON SPECIFIC CRITERIA FOR PUBLIC SERVICES. THE EMPHASIS IN THE PAPER IS ON NONMONETARY CRITERIA OF EVALUATION, CRITERIA OF SPECIAL RELEVANCE FOR STATE AND LOCAL GOVERNMENT PROGRAM ANALYSES, AND FOR MEASURING THE EFFECTIVENESS OF COOPERATIVE INTERGOVERNMENTAL PROGRAMS.
