Abstract
ONE PROBLEM AREA IDENTIFIED IS WHETHER STATISTICS COLLECTED BY JUVENILE CORRECTIONS AGENCIES ACTUALLY MEASURE CHANGES IN SUBJECT BEHAVIOR OR ADMINISTRATIVE BEHAVIOR. ADMINISTRATIVE NEED TO JUSTIFY A PARTICULAR PROGRAM OR RESEARCHER BIAS TOWARD A PARTICULAR THEORETICAL ORIENTATION MAY INFLUENCE RESEARCH FINDINGS. ALSO DISCUSSED ARE PROBLEMS SURROUNDING THE DETERMINATION OF CAUSATION, THE HAWTHORNE EFFECT, AND THE WEIGHT ACCORDED TO ALL DATA COLLECTED.
