THIS PAPER EXAMINES SOME OF THE COMMUNITY CORRECTIONAL PROGRAMS AND PENAL AND LEGISLATIVE REFORMS IN THE OVERALL FRAMEWORK OF THEIR IDEOLOGY AND PLACE WITHIN MODERN DAY PENAL PRACTICES.
Abstract
THE ROLES AND FUNCTIONS OF PROBATION, PAROLE, HALFWAY HOUSES, AND PRETRIAL INTERVENTION PROGRAMS ARE DELINEATED AS WELL AS SOME OF THE UNINTENDED CONSEQUENCES OF THEIR PROGRAMS. IT IS ARGUED THAT THESE COMMUNITY CORRECTIONS PROGRAMS, RATHER THAN CONSTITUTING A HUMANITARIAN REFORM, ARE CONSISTENT WITH A NEW TECHNOLOGY THAT SUPPLEMENTS AND IS CONCEPTUALLY PART OF THE INCARCERATION SYSTEM UTILIZED TO SOCIALLY CONTROL THE OFFENDER AND ARE NO MORE EFFECTIVE THAN INSTITUTIONAL PROGRAMS.
