THE PRIMARY OBJECTIVE OF THE PROJECT SUMMARIZED IN THIS REPORT WAS TO INVESTIGATE AND REPORT THE NATURE AND STATUS OF STATE PLANNING ACTIVITIES CONDUCTED UNDER THE JUVENILE DELINQUENCY PREVENTION AND CONTROL ACT OF 1968.
Abstract
THE PROJECT WAS ALSO DESIGNED TO MAKE SUGGESTIONS FOR IMPROVED PLANNING APPROACHES WHICH COULD BE EXPLORED BY FEDERAL, STATE, AND LOCAL AGENCIES, THIS EVALUATION SURVEY WAS CONDUCTED ON THE BASIS OF DOCUMENT REVIEWS, PERSONAL INTERVIEWS, AND SITE VISITS. A TOTAL OF 29 STATE PLANNING AGENCIES, SEVEN DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE REGIONAL OFFICES, AND SIX CENTRAL OFFICE STAFF MEMBERS WERE SELECTED FOR INTERVIEWING. EVALUATORS CONCLUDED THAT THERE WAS A NEED FOR A RESOURCE OR MANAGEMENT SYSTEM TO SUPPORT PLANNING AND FOR A GENERAL MODEL FOR COMPREHENSIVE PLANNING. THE DISCUSSION OF TECHNICAL ASPECTS OF THIS INVESTIGATION APPEARS IN THE APPENDIXES.
