THIS ARTICLE DESCRIBES MODERN PRISON ARCHITECTURAL CRITERIA IN LINE WITH CURRENT PENOLOGICAL TRENDS AND THE STANDARD MINIMUM RULES FOR THE TREATMENT OF OFFENDERS AS SET FORTH BY THE UNITED NATIONS.
Abstract
THE AUTHOR EXAMINES SOME OF THE BASIC REQUIREMENTS OF MODERN PRISON BUILDING WITH PARTICULAR REFERENCE TO THE NECESSITY OF ENSURING MAXIMUM EXTERNAL SECURITY TO AVOID THE RISK OF ESCAPE, LIMITING INTERNAL FREEDOM OF MOVEMENT, AND THE NEED TO ADAPT PENITENTIARY STRUCTURES TO THE REHABILITATIVE AIMS OF IMPRISONMENT. THE AUTHOR RECOMMENDS THAT THE BUILDING OR PLANNING OF NEW INSTITUTIONS BE PRECEDED BY A NATIONWIDE CENSUS OF EXISTING STRUCTURES BASED ON THE ACTUAL WORKING AND TREATMENT POSSIBILITIES OFFERED TO OFFENDERS. IN THE OPINION OF THE AUTHOR, CORRECTIONAL REFORMS INCLUDING THE ADOPTION OF PROBATION AND THE RECRUITMENT AND TRAINING OF SPECIALIZED PRISON STAFF, SHOULD HAVE PRIORITY OVER THE CONSTRUCTION OF HOSTELS FOR RELEASED OFFENDERS IN ORDER TO FACILITATE THEIR SOCIAL RE-ADAPTATION.
