Recommendations made by the Committee of Ministers of the Council of Europe suggest that, so far as possible, ordinary prison regulations be applied to dangerous prisoners.
Abstract
They further suggest that only necessary security measures, which take into account variations in dangerousness, be applied in a manner respectful of human dignity. They also note that inmates in reinforced security conditions be provided with appropriate services (education, health, leisure, and vocational training) and that staff be trained in the treatment of dangerous prisoners. An explanatory memorandum explains the concept of dangerousness as applied to prisoners and defines the forms it may take (e.g., psychopathy, incompetence, aggression). Also discussed is the need for individualized treatment and standards for health care and other inmate services. Finally, security precautions appropriate to high-risk dangerous offenders are discussed, including segregation, searches, and control of visitors.
