THIS NEEDS ASSESSMENT REPORT, DATED DECEMBER 1975, CONTAINS THE RESULTS OF A SURVEY OF THE FACILITIES AND OPERATION OF THE COURT DESIGNED TO IDENTIFY POTENTIAL SECURITY PROBLEMS AND RECOMMEND SOLUTIONS.
Abstract
THE SECURITY SURVEY WAS UNDERTAKEN IN RESPONSE TO NUMEROUS INCIDENTS AND THREATS OF VIOLENCE DURING AND AFTER CRIMINAL TRIALS. PLANS TO MOVE THE COURT WITHIN A YEAR TO A NEW COUNTY CRIMINAL JUSTICE COMPLEX FOCUSED THE STUDY ON A REVIEW OF THE PLANS AND SITE FOR THE NEW COMPLEX AS WELL AS THE EXISTING COURT FACILITIES, LOCATED IN THREE DIFFERENT BUILDINGS. A BUILDING BY BUILDING ANALYSIS OF MAJOR PROBLEMS WAS CONDUCTED. CONSULTANTS CONCLUDED THAT THE SHORT DURATION OF REMAINING OCCUPANCY PROJECTED FOR THE COURT OPERATIONS AT THE THREE EXISTING LOCATIONS IMPOSED SEVERE CONSTRAINTS ON THE STRATEGIES FOR SECURITY IMPROVEMENTS. NO ARCHITECTURAL CHANGES WERE DEEMED WARRANTED AT ANY OF THE SITES. THE INTRODUCTION OF PUBLIC STEWARDS OR STEWARDESSES TO MONITOR, SCREEN, AND POSSIBLY DIVERT PUBLIC VISITORS FROM THE CENTER OF COURT OPERATIONS TO THE OTHER TWO LOCATIONS WAS RECOMMENDED AS A MEASURE THAT COULD BOTH BE INITIATED IMMEDIATELY AND REPLICATED AT THE NEW JUSTICE CENTER. A COMPREHENSIVE SECURITY PLANNING AND MANAGEMENT SYSTEM BASED ON THE ANNUAL COLLECTION AND ANALYSIS OF SECURITY DATA IS SUGGESTED FOR THE NEW JUSTICE CENTER.
