RESULTS OF A STUDY OF CURRENT AND PROJECTED RECORDS STORAGE AND RETENTION REQUIREMENTS FOR THE COURT OF APPEALS, COURT OF COMMON PLEAS, THE CUYAHOGA COUNTY CLERK OF COURTS, AND THE CLEVELAND MUNICIPAL COURT.
Abstract
THIS REPORT DISCUSSES THE CURRENT PRACTICES AND POLICIES, ANALYZES THE POLICY CONSIDERATIONS RELATING TO THE RETENTION OF JUDICIAL RECORDS, AND PRESENTS RECOMMENDATIONS FOR IMPROVED JUDICIAL RECORDS MANAGEMENT. DETAILED RECOMMENDATIONS ARE INCLUDED FOR EACH OF ELEVEN COURTS. ALSO INCLUDED ARE PROJECTED CASE FILINGS WHICH WERE TAKEN INTO CONSIDERATION WHEN THE RECOMMENDATIONS WERE BEING DEVELOPED. IN ADDITION, SEVEN POSSIBLE IMPLEMENTATION ALTERNATIVES FOR THE RECOMMENDATIONS PRESENTED ARE ANALYZED FROM BOTH COST AND SQUARE FOOTAGE IMPACT POINTS OF VIEW. ONE OF THESE PROGRAM APPROACHES - IMPLEMENTATION ALTERNATIVE FIVE - IS IDENTIFIED AS THE MOST BENEFICIAL AND A PLAN IS PRESENTED FOR IMPLEMENTING THE RECORDS MANAGEMENT RECOMMENDATIONS PER THE RECOMMENDED ALTERNATIVE. THE APPENDIXES CONTAIN A RECORDS INVENTORY AND STORAGE DESCRIPTION FOR THE JUVENILE RECORD SERIES, A SUMMARY OF ALL RECORDS MANAGEMENT RECOMMENDATIONS PRESENTED, THE ACTUAL AND PROJECTED CASE FILINGS FOR THE VARIOUS RECORD SERIES, AND THE COSTING STANDARDS OF THE NATIONAL ARCHIVES AND RECORDS SERVICE WHICH WERE USED IN THE COST ANALYSIS.
