THE STANDARD OPERATING PROCEDURE (SOP) OF THE DADE COUNTY FLA. PUBLIC SAFETY DEPARTMENT ADDRESSES THE FUNCTIONS AND PROCEDURES OF STAFF INSPECTIONS, DETAILING PREINSPECTION, INSPECTION, AND POSTINSPECTION PROCEDURES.
Abstract
STAFF INSPECTION, A FORM OF QUALITY CONTROL, IS A DETAILED OBSERVATION AND ANALYSIS OF DEPARTMENTAL ENTITIES, THEIR PRACTICES, PROCEDURES, AND EFFECTIVENESS AND IS AN ESSENTIAL COMPONENT OF MODERN POLICE ORGANIZATION AND MANAGEMENT. THE INSPECTIONS PROCESS WILL ASCERTAIN AND EVALUATE THE EFFICIENCY OF MANAGEMENT AT EACH LEVEL OF SUPERVISION AND APPRAISE EMPLOYEE EFFORTS IN TERMS OF THEIR EFFECTS ON DEPARTMENTAL OPERATIONS. PREINSPECTION PROCEDURES INCLUDE ASSIGNMENT OF INSPECTORS, AN ORAL BRIEFING, CONFERENCES TO FORMULATE A SYSTEMATIC APPROACH, NOTIFICATION TO EMPLOYEES OF INSPECTION, AND PREPARATION OF CHECKLISTS. INSPECTION PROCEDURES ASSESS THE ADEQUACY OF MATERIAL RESOURCES, SUCH AS EQUIPMENT AND MOTOR VEHICLES AND INSPECT PROCEDURES AND PERSONNEL TO ASCERTAIN THEIR EFFECTIVENESS AND EFFICIENCY. A BASIC CHECKLIST SHOULD BE PROVIDED AND USED AS A GUIDE. UPON COMPLETION OF INSPECTION, A WRITTEN REPORT SHOULD BE PREPARED CONSOLIDATING INSPECTORS' COMMENTS AND PRESENTING RECOMMENDATIONS. SUPERVISORS OF INSPECTED ENTITIES SHOULD REPORT PROGRESS OF ACTION IMPLEMENTED AS A RESULT OF RECOMMENDATIONS AT THREE 30-DAY INTERVALS FROM RECEIPT ON INSPECTION REPORT. SUBSEQUENT TO COMPLETION OF ALL 30-DAY PROGRESS REPORTS, THE STAFF INSPECTION SECTION SHOULD PERIODICALLY REVIEW THE PROGRESS OF ENTITIES INSPECTED; REINSPECTION SHOULD TAKE PLACE WHEN THE 90-DAY REPORT IS RECEIVED. APPENDIXES INCLUDE FORMS FOR PERSONNEL PROFILES, A STAFF INSPECTION CHECKLIST, NARRATIVE FORMAT SHEETS, AND AN INSPECTOR'S CONTACT REPORT. (MJW)
