THIS PROGRAM WAS DESIGNED TO REDUCE THE NUMBER OF REPEAT JUVENILE OFFENDERS, REFERRALS TO THE JUVENILE JUSTICE SYSTEM, AND THE NUMBER OF CASES GOING TO JUVENILE COURT AT A COST SIMILAR TO NORMAL JUVENILE JUSTICE PROCESSING.
Abstract
THE YOUTH SERVICES PROGRAM, BEGUN IN 1974, CONSISTS OF TWO SUB-PROGRAMS: THE FIRST OFFENDER PROGRAM (THREE-HOUR LECTURE/AWARENESS PROGRAM CONDUCTED BY SWORN OFFICERS FOR MINOR FIRST OFFENDERS) AND THE COUNSELING UNIT PROGRAM, A THREE-PHASE COUNSELING PROGRAM EMPHASIZING PHYSICAL, EMOTIONAL, AND INTELLECTUAL SKILL ACQUISITION. THIS SUB-PROGRAM, OPERATED BY A COMPLEMENT OF BEHAVIORAL SCIENTISTS (ONE PSYCHOLOGIST AND FOURTEEN COUNSELORS) IS DESIGNED FOR MORE SERIOUS OFFENDERS SUCH AS REPEATERS, IMPACT AND OTHER FELONS, AS WELL AS MISDEMEANANTS AND RUNAWAYS.
