A STEP-BY-STEP GUIDE TO THE GENERAL PLANNING PROCESS, OUTLINING SUCH STAGES AS PROBLEM IDENTIFICATION, THE ESTABLISHMENT AND USE OF GOALS AND OBJECTIVES, DETERMINING SOLUTIONS, AND EVALUATION.
Abstract
STEPS IN PROBLEM IDENTIFICATION INCLUDE ESTABLISHING THE GENERAL BOUNDARIES OF THE PROBLEM, AND QUANTITATIVELY AND QUALITATIVELY DESCRIBING THE PROBLEM. DEFINITIONS OF THE TERMS 'GOALS' AND 'OBJECTIVES' ARE PROVIDED. IT IS STATED THAT GOALS AND OBJECTIVES MAY BE USED FOR PROGRAM PLANNING, EVALUATION OF SOLUTION ALTERNATIVES, AND THE EVALUATION OF PROGRAM EFFECTIVENESS. THE AUTHOR SUGGESTS THAT IN FINDING SOLUTIONS, A LIST OF POSSIBLE ANSWERS BE DRAWN UP AND THEN LISTED BY OBJECTIVE GOAL, AND PROBLEM. SOLUTIONS CAN THEN BE EXAMINED WITH RESPECT TO GOAL AND OBJECTIVE FULFILLMENT, FEASIBILITY, AND PROBABLE SUCCESS. EVALUATION CAN BE USED TO DETERMINE IF THE ACTIVITY IS ON SCHEDULE AND WITHIN PLANNED RESOURCE USAGE, AND TO MEASURE GOAL AND OBJECTIVES ACHIEVEMENT.
