The existing overlapping, decentralized, and uncoordinated card-file-type registers of the Finnish police are being centralized and rearranged using modern data-processing techniques.
Abstract
The data processing system under development will be able to use not only the police's own data registers but also the data in the registers of certain other branches of state administration. A uniform notification procedure and set of forms for use by the police constitute the basis for changing over to the centralized data processing system. A combined fingerprint and distinguishing characteristics form has been designed and is currently being used, and the demand-for-punishment forms have also been redesigned and are being used. Other forms redesigned include the crime notification forms, staff strength notification form, notification form for intoxicated persons, notification forms for persons wanted by the authorities, duty-period notification forms, and investigation report forms. A restructured procedure for notifying traffic accidents has been adopted, and the planning and standardization of forms connected with alarm systems have begun. A chart showing the data systems and registers is provided, and each system is described. The major systems are planning, criminal investigation, alarm, and permits register.
