COOPERATION BETWEEN THE COMMUNITY OF DAUPHIN, MANITOBA, IN CANADA AND THE CRIMINAL JUSTICE SYSTEM HAS BEEN SUCCESSFULLY INITIATED BY THE DAUPHIN RESTITUTION COMMITTEE.
Abstract
EIGHT CITIZEN VOLUNTEERS REPRESENTING A WIDE VARIETY OF PROFESSIONS AND INTERESTS IN DAUPHIN ARE MEMBERS OF THE COMMITTEE, WHICH APPOINTS ITS OWN CHAIRPERSON. AT EACH MEETING A NUMBER OF POLICE, PROBATION, COURT COMMUNICATOR AND CROWN ATTORNEY RESOURCE PEOPLE CONSULT ON MATTERS CONCERNING JUVENILE OFFENDERS' CORRECTION AND RESTITUTION TO THE VICTIM. OF THE 29 YOUTHS THAT THE COMMMITTEE HAS DEALT WITH DURING THE FIRST YEAR, 24 WERE FIRST OFFENDERS, AND ALL WERE PRIMARILY INVOLVED IN PROPERTY OFFENSES, LARGELY THEFT UNDER $200 AND WILLFUL DAMAGE. THE COMMITTEE RECOMMENDED A TOTAL OF $1,365.20 IN DIRECT RESTITUTION AND A TOTAL OF 264 HOURS TO BE SERVED IN WORK IN THE COMMUNITY. A TOTAL OF $1,046.20 HAS BEEN COLLECTED AT THE TIME OF THE WRITING, AND ALL THE WORK HAS BEEN COMPLETED. THREE OF THE YOUTHS, RECOGNIZED AS HIGH-RISK, HAVE BECOME INVOLVED WITH THE LAW AGAIN. THE SUCCESS OF THE COMMITTEE HAS LED TO EFFORTS TO ESTABLISH SIMILAR COMMITTEES IN OTHER COMMUNITIES, AND TO INCLUDE ADULT OFFENDERS IN THE PROGRAM.
