This notebook contains the materials used by police executives who participated in a 2 1/2-day workshop on deadly force policy development and implementation.
Abstract
The notebook includes a syllabus and instructor resumes; Balance of Forces model policy; excerpts from AELE bulletins of 1983 to 1987; excerpt from International Association of Chiefs of Police journal by William Geller; Tragedy at Oceanside Grand Jury Report; deadly force-related articles from The New York Times; excerpts from Dallas Police News; policy development instruments; and suggested readings. Individual classes focused on the following topics: Understanding Rules, Regulations and Policy; Policy and Law; Policy and Ethics; The Model Policy and Why; Policy and the Officer: Implementation; Policy and the Community/Media; Policy and Training; Policy and the Psychological Aspects; Deadly Force Investigation; Policy Development Modules; and Participant Critiques. Upon completion of the workshop, participants are expected to know about all essential elements of an effective deadly force policy; the most effective training approaches; the principal legal and liability issues; the adequacy of existing policy and training; the methods and skills required to implement change; and the purposes of rules, regulations and policies.
