This paper presents the methodology and findings of an evaluation of a 2002-2003 online training program for 30 Tamil Nadu (India) women police officers that instructed them in how to deal with cases of domestic conflict and violence.
Abstract
Findings show that the women police were able to understand dispute resolution techniques and were able to use them appropriately. Specifically, they learned when to use them and when not to use them. They also learned the importance of dealing sympathetically yet objectively with petitioners and counter-petitioners; and they showed significant development in their database management skills. The key recommendation of the evaluation is that the training of women officers be maintained over time by maintaining the training Web site and encouraging the officers to maintain contact with the training team and the project consultant. Other recommendations pertain to the extension of this training to other districts in Tamil Nadu. Training objectives were for the women officers to develop knowledge and skills in dispute resolution, interview techniques, and data entry and data management. The training began in December 2002 and ended in September 2003. Data on the training process and impact were achieved through interviews with the women officer trainees and petitioners; observations of women officers in handling domestic conflict and violence cases; and test scores and hours spent in the use of computer in learning and in entering data. The evaluation also reviewed contact sheets, training modules, and the classroom sessions. Interviews were also conducted with parties involved in domestic dispute cases handled by the officers after their training. 1 table and 48 references
