Abstract
THE DEMORALIZATION, FEAR, FRUSTRATION, AND INDIFFERENCE OF TEACHERS, TOGETHER WITH THE DYNAMICS OF AGGRESSIVENESS AND DRUG USE AMONG STUDENTS ARE PORTRAYED AS THE REGULAR ATMOSPHERE IN URBAN PUBLIC SCHOOLS. EFFECTIVE TEACHING AND LEARNING IS VIEWED AS HAVING DISAPPEARED FOR ALL PRACTICAL PURPOSES. THE AUTHOR PREDICTS THAT CONDITIONS WILL NOT IMPROVE FOR MANY YEARS TO COME....RCB
