THIS TECHNICAL ASSISTANCE REPORT PROVIDES A COMPREHENSIVE SURVEY OF THE OPERATIONS AND MANAGEMENT OF THE DECATUR POLICE DEPARTMENT.
Abstract
THE ONSITE EVALUATION OF THE DEPARTMENT WAS ACCOMPLISHED THROUGH INTERVIEWS WITH MEMBERS OF THE POLICE FORCE, CITY OFFICIALS, AND COMMUNITY LEADERS; OBSERVATION OF VARIOUS POLICE ACTIVITIES; AND EXAMINATION OF DATA ON FILE, INCLUDING RECORDS OF CALLS FOR SERVICE AND SERVICES DELIVERED. THE DECATUR POLICE DEPARTMENT WAS FOUND TO BE AN EXCELLENT LAW ENFORCEMENT AGENCY WITH AN ABOVE AVERAGE PERSONNEL. IT EXCELS IN DELIVERING A REACTIVE SERVICE TO THE COMMUNITY, AND THE INTEGRITY OF THE DEPARTMENT AS A WHOLE IS UNQUESTIONED. SEVERAL AREAS OF SERVICE COULD BE IMPROVED; PRACTICALLY ALL CHANGES COULD BE ACCOMPLISHED INTERNALLY. SOME CHANGES WILL REQUIRE THE COOPERATION OF THE MAYOR AND CITY COUNCIL AND OTHER CITY DEPARTMENTS. OF THE AREAS ADDRESSED, SOME CONCERN RECORD SYSTEMS, EDUCATIONAL PROGRAMS, PATROL FUNCTIONS, AND COURT TRIAL PRACTICES.
