Abstract
THE REPORT CONCLUDES THAT THE OPERATIONAL WORTH OF COMPUTER SIMULATION MODELS, ESPECIALLY WHEN A SYSTEMS APPROACH IS ADOPTED, HAS BEEN DEMONSTRATED REPEATEDLY. EQUALLY BENEFICIAL IS THE USE OF ECONOMIC MODELS TO EXPLAIN OR PREDICT THE OUTCOMES OF DECISIONS WITHIN THE SYSTEM. IN ORDER TO ERADICATE DELAYS, THE REPORT SUGGESTS THE COURT RESTRICT THE NUMBER OF REMANDS AND REDUCE THE PERIOD BETWEEN COURT APPEARANCES.
