THE AUTHOR DISCUSSES SEVERAL AREAS OF MANAGERIAL FAILURE IN PUBLIC DEFENDER SYSTEMS AND DESCRIBES TRAINING AND INFORMATIONAL PROGRAMS DESIGNED TO ASSIST MANAGEMENT PERSONNEL IN THE ADMINISTRATION OF DEFENDER OFFICES.
Abstract
MANAGERIAL PROBLEMS IDENTIFIED INCLUDE FAULURE TO COPE WITH THE INTERNAL PROBLEMS OF THE ORGANIZATION, FAILURE TO DEAL WITH INTERPERSONAL RELATIONSHIP AMONG STAFF, FAILURE TO MANAGE BY OBJECTIVES RATHER THAN ON A CRISISORIENTED LEVEL, FAILURE TO DEAL WITH THE PROBLEM OF EXCESSIVE GROWTH, AND THE FAILURE OF MANAGEMENT TO SENSITIZE ITSELF AND ITS STAFF TO THE NECESSITY OF SEEKING TO SATISFY THEIR CLIENTS. THE MANAGEMENT PROGRAMS DESCRIBED INCLUDE THE NATIONAL CENTER FOR DEFENSE MANAGEMENT, THE ASILOMAR (CA) DEFENDER INSTITUTE, AND A FIVE-AND-ONE-HALF DAY MANAGEMENT TRAINING PROGRAM SPONSORED BY THE CALIFORNIA PUBLIC DEFENDERS ASSOCIATION AND FUNDED THROUGH LEAA AND THE STATE PLANNING AGENCY.
