Abstract
THERE IS A GROWING TENDENCY FOR THE DEFENSE COUNSEL'S WORK TO BE CONCENTRATED IN THE PRELIMINARY HEARING PRIOR TO BRINGING CHARGES RATHER THAN IN THE TRIAL. THE SYSTEM OF POTENTIAL SANCTIONS AGAINST THE DEFENSE COUNSEL IS EXAMINED FOR ITS IMPACT ON THE CONDUCT OF THE PRELIMINARY HEARING. PART ONE IS NCJ-18412. --IN GERMAN
