Abstract
THE AUTHOR USES DATA OBTAINED BY ESTIMATING EXPENDITURES MADE BY BOTH CRIMINALS AND POLICE. HE NOTES THAT THERE IS A POINT AT WHICH ADDITIONAL EXPENDITURES BY POLICE WILL NOT REDUCE CRIME PROPORTIONATELY. AT THIS LEVEL THE CONCENTRATION OF CRIMINAL ACTIVITIES IN ONLY A FEW GROUPS MAKES IT EASIER FOR THE POLICE TO ECONOMICALLY MAINTAIN SURVEILLANCE AND CONTROL.
