REPORT ON TECHNICAL ASSISTANCE STUDY OF THE RECORDS AND COMMUNICATIONS MANAGEMENT SYSTEMS OF THE DEKALB (IL) POLICE DEPARTMENT, WHICH SERVES A POPULATION OF OVER 32, 000 WITH 58 PERSONNEL.
Abstract
THE STUDY WAS CONDUCTED IN RESPONSE TO A REQUEST TO REVIEW AND UPDATE THE DEPARTMENT'S RECORDS AND COMMUNICATIONS SYSTEM IN ORDER TO ELIMINATE INFORMATION FLOW PROBLEMS. CONSIDERABLE TIME WAS SPENT IN EXAMINING THE CURRENT COMMUNICATIONS AND RECORDS SYSTEMS AND PROCEDURES AND IN INTERVIEWING DEPARTMENT STAFF TO LEARN THEIR VIEWS OF CURRENT PROBLEMS. IT WAS DETERMINED THAT THE COMMUNICATIONS AND RECORDS SYSTEMS ARE QUITE SOUND AND THAT THE PROBLEMS THAT DO EXIST ARE RELATIVELY MINOR IN NATURE. RECOMMENDATIONS FOR IMPROVEMENT INCLUDE DEVELOPING A STANDARD DISPATCH CARD, MICROFILMING OLD RECORDS, SPEEDING UP ROUTING OF CASE REPORTS, TIGHTENING RECORDS SECURITY, AND ESTABLISHING A POLICY FOR OBTAINING REPORTS FOR COURT APPEARANCES.
