THE 1979 ANNUAL REPORT OF DELAWARE'S JUDICIAL SYSTEM PROVIDES BUDGET SUMMARIES, STATISTICAL DATA ON ALL COURTS' PERSONNEL AND WORKLOADS, DESCRIPTION OF FEDERALLY SUPPORTED PROJECTS, AND PROCEDURAL CHANGES.
Abstract
PREPARED BY THE ADMINISTRATIVE OFFICE OF THE COURTS, THE REPORT BEGINS WITH AN ORGANIZATIONAL CHART AND TABLES SHOWING REVENUES, EXPENDITURES, AND STATE APPROPRIATIONS. THE LEGAL AUTHORIZATION, GEOGRAPHIC LOCATIONS, JURISDICTION, STAFFING, AND CASELOAD TRENDS ARE DESCRIBED FOR EACH COMPONENT OF THE SYSTEM FROM THE SUPREME COURT THROUGH THE ALDERMAN'S COURTS. STATISTICS DEPICT FILINGS, DISPOSITIONS, TYPES OF CASES, AND TIME LAPSED BETWEEN FILING AND DISPOSITION. GRAPHS ILLUSTRATES WORKLOAD TRENDS OVER VARYING PERIODS OF TIME. SEPARATE SECTIONS ARE DEVOTED TO DELAWARE'S THREE LAW LIBRARIES AND THE JUDICIAL SYSTEM'S CONFERENCES, COMMITTEES, AND COUNCILS. DELAWARE'S BLOCK GRANTS FROM LEAA AND THREE DISCRETIONARY GRANTS WHICH WERE USED TO IMPROVE STAFFING, EQUIPMENT, AND INFORMATION SYSTEMS, AND INSTITUTE NEW PROGRAMS SUCH AS A JUVENILE OFFENDER RESTITUTION PROJECT ARE DESCRIBED. CHANGES MADE IN COURT RULES ARE SUMMARIZED. STATE LEGISLATION ENACTED DURING 1979 IS REPORTED THAT AFFECTED THE COURTS IN TERMS OF SALARY INCREASES, LOCAL RESPONSIBILITIES FOR SETTING LEGAL FEES, AND A REQUEST FOR AN ADVISORY OPINION ON THE CONSTITUTIONALITY OF THE EQUAL RIGHTS AMENDMENT RATIFICATION.
