Offenders with substance abuse problems in Delaware go through a three-phase treatment program corresponding with the three phases of the corrections process: incarceration, work release, and parole or other forms of community-based supervision.
Abstract
During the incarceration phase, the offender becomes involved in an inmate therapeutic community. Therapy lasts about 12 months and is begun when the inmate is within 15 months of reaching his work release date. A work release center offering secondary drug abuse treatment programs may mitigate many of the negative influences inmates reencounter on the street. Treatment intervention for parolees should involve outpatient counseling and group therapy to continue the treatment process. The Key prison-based therapeutic community at the Wilmington Multi-Purpose Criminal Justice Facility for Men uses behavioral, cognitive, and emotional therapy, as well as transactional analysis, psychodrama, and branch group meetings, in its drug treatment program. The Crest Outreach Center operates a five-phase treatment program for male and female offenders. It also includes an aftercare component to ensure that graduates fulfill probation and parole conditions. Both programs are currently undergoing follow-up evaluations.
