THE MAIN CAUSE OF DELAYS IN INVESTIGATION IS THE GREAT INCREASE IN CASES FILED CAUSED BY INCREASED POPULATION AND CHANGES IN SOCIAL AND ECONOMIC CONDITIONS WITHOUT A CORRESPONDING INCREASE IN PROSECUTORS AS OF 1975.
Abstract
CONTRIBUTING FACTORS ARE DELAYS IN THE SERVICE OF SUBPOENAS AND INEFFICIENCY OF SOME PROSECUTORS. PROPOSED ARE MORE PROSECUTORS, INCREASED SALARIES, AND STRICTER ADHERENCE TO PROCEDURE. MAIN CAUSES OF TRIAL DELAYS INCLUDE POORLY LOCATED COURTS, SHORT WORKING HOURS, LENIENCY IN GRANTING POSTPONEMENT, INEFFICIENCY, AND BAIL JUMPING.
