DISCUSSION OF THE DIFFERENCES BETWEEN THE MISSIONS AND RESPONSIBILITIES OF THE WEST GERMAN POLICE AND THE FEDERAL OFFICE FOR THE PROTECTION OF THE CONSTITUTION, WHICH IS AN INTELLIGENCE ORGANIZATION.
Abstract
THE POLICE HAVE THE NORMAL, TRADITIONAL RESPONSIBILITIES OF ENFORCING THE LAW, DETECTING CRIMINAL ACTIONS AND INVESTIGATING OFFENDERS. THEY ALSO CAN PERFORM A PREVENTIVE FUNCTION AGAINST ENEMIES OF THE STATE ON OCCASION. HOWEVER, WEST GERMAN LAW ASSIGNS SYSTEMATIC EFFORTS IN THIS AREA TO THE FEDERAL OFFICE FOR THE PROTECTION OF THE CONSTITUTION (BUNDESAMT FUER VERFASSUNGSSCHUTZ). THAT ORGANIZATION HAS THE MISSION OF COLLECTING INFORMATION ON EFFORTS DIRECTED AGAINST THE FREE AND DEMOCRATIC STRUCTURE OF WEST GERMANY, ON ESPIONAGE ACTIVITIES ON BEHALF OF FOREIGN POWERS AND ON THE ACTIVITIES OF FOREIGN POLITICAL EXTREMISTS IN WEST GERMANY.
