Targeted Outreach is a program designed to serve youth at risk of becoming delinquent; since its inception in 1984, the program has been implemented in more than 200 Boys and Girls Clubs of America.
Abstract
Of 4,525 youths who were initially tracked through Targeted Outreach, 21 percent had a history of prior involvement with juvenile justice authorities; 92 percent did not show behavior warranting the involvement of juvenile justice officers while they were involved in Targeted Outreach activities. At school, 39 percent of participants demonstrated positive changes in their school work, and two- thirds continued to be involved in Targeted Outreach for the duration of the tracking period. Procedures for implementing a Targeted Outreach program are described according to four major areas: (1) understanding juvenile delinquency and juvenile delinquency prevention; (2) key elements of juvenile delinquency prevention efforts; (3) planning the program approach; and (4) resources. Sample program activities and forms are included, and an appendix defines juvenile justice terminology.
