DESCRIPTION OF THE DUTIES, PREROGATIVES AND FUNCTIONING OF THE INMATES' COUNCIL OF AN OPEN PRISON IN SWITZERLAND, WITH A DESCRIPTION OF THE METHOD USED IN ELECTING COUNCIL MEMBERS.
Abstract
THE INMATES' COUNCIL HAS CONSIDERABLE DISCRETION IN DISCIPLINARY MATTERS, COUNSELING INMATES, MAKING SUGGESTIONS TO THE MANAGEMENT ON BEHALF OF THE INMATES AND ARRANGING THE CULTURAL LIFE OF THE INSTITUTION. COUNCIL MEMBERS ARE ALSO SIMETIMES USED TO SUPPLEMENT STAFF PERSONNEL IN PERFORMING SECURITY FUNCTIONS. THE MANAGEMENT CAN VETO ANY AND ALL DECISIONS MADE OR ACTIONS TAKEN BY THE INAMTES' COUNCIL.
