THROUGH THE USE OF ADEQUATE MANPOWER AND RESOURCES, DEMONSTRATIONS HAVE BEEN KEPT TO MANAGEABLE AND PREDICTABLE PROPORTIONS.
Abstract
THE ANTI-WAR MASS DEMONSTRATION IN WASHINGTON, D.C., MAY 9, 1970, WAS USED AS A MODEL OF HANDLING MASS DEMONSTRATIONS AS A GUIDE FOR PUBLIC OFFICIALS IN OTHER CITIES. THE ADMINISTRATION'S AIMS ARE KEEPING DEMONSTRATIONS MANAGEABLE WITHOUT INTERFERRING WITH RIGHTS UNDER THE FIRST AMENDMENT. THIS WAS DONE BY COORDINATING THE FUNCTIONS OF, AND COMMUNICATIONS WITH, VARIOUS AGENCIES SUCH AS POLICE, NATIONAL GUARD, PARK POLICE, AND OTHER FEDERAL FORCES FOR MAXIMUM EFFICIENCY OF CONTROL OF THE DEMONSTRATION AS WELL AS PROCEDURES FOR MASS ARREST AND DETENTION, WHERE NECESSARY. PREVIOUS AND CONTINUAL NEGOTIATIONS WITH DEMONSTRATION LEADERS FOR PERMITS, LOCATION, AND SIZE OF THE DEMONSTRATION AND ACCOMODATIONS FOR DEMONSTRATORS IS AN IMPORTANT PHASE OF THE PROCEEDINGS. APPENDICES GIVE DETAILED POLICE REPORTS ON THE DEMONSTRATION, SPECIAL POLICE INSTRUCTIONS FOR THE DEMONSTRATION, AND INSTRUCTIONS ON THE USE OF THE NATIONAL GUARD AND POLICE RESERVE.
