DEVELOPMENT OF A PLAN INTENDED TO SERVE AS A GUIDELINE FOR THE DESIGN OF EVALUATIONS FOR INDIVIDUAL DENVER IMPACT CITIES PROJECTS.
Abstract
THE FORMAT OF THE EVALUATION PLAN IS PRESENTED IN THREE MAJOR SECTIONS - DEVELOPMENTAL ACTIVITY, PROJECT/PROGRAM OBJECTIVES, AND EVALUATION AND METHODOLOGY. THE DEVELOPMENTAL ACTIVITIES SECTION INCLUDES A BRIEF DESCRIPTION OF THE HISTORICAL BASE LINE DATA BANK AND DATA COLLECTION EFFORTS AND DISCUSSIONS OF THE CENSUS BUREAU'S VICTIMIZATION SURVEY AS PART OF THE PROGRAM'S SELF-EVALUATION. THIS SECTION OF THE PLAN ALSO ADDRESSES THE TASKS OF AUTOMATIC DATA PROCESSING AND COMPUTER UTILIZATION IN THE RETRIEVAL AND ANALYSIS OF PROJECT DATA, THE BASELINE DATA BANK, AND THE EVALUATION METHOD. THE EVALUATION AND METHODOLOGY SECTION ADDRESS RELATED PERFORMANCE MEASURES, SUMMARIZING HOW THE BASELINE DATA WILL FIT INTO A SYSTEMATIC EFFORT TO DETERMINE AN EFFECTIVE MEANS OF EVALUATING CRIME REDUCTION IN DENVER. THE THIRD SECTION, PROJECT/PROGRAM OBJECTIVES, PROVIDES A DETAILED COMPARISON OF PROGRAM OBJECTIVES AND IN-HOUSE PROJECT OBJECTIVES.
