Abstract
This report provides an overview of trends in the inmate population, admission and release characteristics and parole population under the jurisdiction of the Colorado Department of Corrections. The inmate population has grown 255 percent since 1979. The report provides 5-year projections of the inmate population. By 1999, the population is expected to number 12,182, up from 9,068 in 1993. Summary data includes trends in facility escapes and major incidents reported including assaults and inmate deaths. A map of the prison facilities across the State is provided. Yearly prison sentence and incarceration rates since 1987 are included. The average incarceration rate increased 110 percent between 1987 and 1993. Annual costs of $19,300 per inmate in 1993 were slightly lower than in 1992. Total admissions to correctional facilities fell slightly between 1992 and 1993. However, total admissions continued to exceed total releases resulting in a 477-bed shortage. New commitments under the age of 25 rose from 27.8 percent in 1992 to 33.4 percent in 1993. A complete breakdown of commitments by type of offense is provided. Non- violent offenders make up 70.4 percent of the prison populations. The overall recidivism rate three years after release was 38.8 percent.
