This is the U.S. Justice Department's proposal for the Department of Justice Appropriation Authorization Act for Fiscal Year 1988.
Abstract
The proposal contains five parts. Title I contains provisions related to the 1988 fiscal year annual authorization. Section 101 of Title I would authorize $103,513,000 for general administration, salaries, and expenses; $4,000,000 for additional capital for the General Administration Working Capital Fund; $12,253,000 for the U.S. Parole Commission; and $763,441,000 for general legal activities. Title II is permanent authorizing legislation. Under Title II the Attorney General is authorized to use appropriations for the Drug Enforcement Administration to make payments for the conduct of its activities. Such payments may include payments for expenses necessary for the detection and prosecution of crimes against the United States where such crimes arise from drug-related activities. Payments may also include contracting with individuals for personal services abroad, provided that such individuals are not regarded as employees of the United States for the purpose of any law administered by the Office of Personnel Management. Title III contains additional proposed permanent legislation. Title IV contains provisions that support determinations made by the President's fiscal year 1988 budget to reduce or terminate certain programs. Program reductions and terminations pertain to the Crime Victims Fund, the diversion of controlled substances, the construction of correctional facilities, juvenile justice programs, and justice assistance programs. Title V contains provisions that conform the various tables, code chapters, and sections to the amendments made by the proposal. The proposal is accompanied by a detailed section-by-section analysis.
