A LENGTHY DESCRIPTIVE AND EVALUATIVE ANALYSIS OF THE STRUCTURE, POLICIES, AND PROCEDURES OF THE DES MOINES COMMUNITY CORRECTIONS PROGRAM.
Abstract
THE PROGRAM, THE FIRST TO BE DESIGNATED 'EXEMPLARY' BY THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE, CONSISTS OF PRETRIAL RELEASE, SUPERVISED RELEASE, PROBATION, AND COMMUNITY CORRECTIONAL FACILITY COMPONENTS. THE MOST INNOVATIVE FEATURE OF THE DES MOINES PROGRAM, ACCORDING TO THE REPORT, IS THE COORDINATION OF THESE COMPONENTS UNDER A SINGLE ADMINISTRATIVE AGENCY - THE DEPARTMENT OF COURT SERVICES. THIS PROVIDES FOR BOTH FUNCTIONAL AND ADMINISTRATIVE COORDINATION. REPLICATION AND IMPLEMENTATION METHODS ARE SUGGESTED, AND THE EXPERIENCES OF SEVERAL COMMUNITIES WHICH HAVE SINCE INSTITUTED SIMILAR PROGRAMS ARE OUTLINED. DATA AND DOCUMENTS RELATING TO THE DES MOINES PROJECT ARE REPRODUCED IN THE REPORT.
