This report presents findings from an evaluation of the substance abuse services provided at Iowa's two State-operated juvenile institutions.
Abstract
Through its contract with the Iowa Department of Human Services, the Substance Abuse Treatment Unit of Central Iowa (SATUCI) provides and supervises treatment staff at both facilities in their work with institutional personnel and residents. Their services include an initial evaluation of all youth admitted to the institutions, two types of in-depth evaluations for certain youth, and the provision of a variety of group and individual treatment as well as other service interventions. SATUCI also helps plan and arrange community-based, followup substance abuse services for youth after they leave the institutions. A variety of tools were used to evaluate the project. They included surveys of personnel involved with the program, a review of case records, a peer review panel to assess intervention policies and techniques, followup information on clients, and client interviews. The primary purpose of the evaluation was to identify ways in which the project can be strengthened through major program changes. Some recommendations pertain to the development of measurable goals and objectives, development of models of residential service delivery, the identification of target groups to receive services, the development of written service referral criteria, and discharge reports that summarize client assessment findings, service progress, and service recommendations.
