This report explains how the computer program MANPOWER and its companion FACTOR INPUT, which were written for the Illinois State Police, use a microcomputer to compute the allocation of manpower for geographic areas.
Abstract
The programs are written in BASIC for the Apple II Plus microcomputer, but could be adopted for other microcomputers. The program assigns police officers to geographic districts based on accidents, criminal activity, district size, miles of highway and traffic volume, rural population, and number of local police. The basic operational unit is the county, and allocations are made for three shifts within counties, which are then aggregated into districts. The output has three sections: allocations to answer calls for service, allocations to policing and patroling, and a summary which also shows administrative-support assignments. The report explains how to enter the values of the model parameters and variables and how to run the allocation program. It lists specific variables and parameters, provides sample output, and includes documentation for the program written in BASIC. References to previous reports on the system are supplied.
