This report describes parole violators in Kentucky for the years 1977-79.
Abstract
There were 1,183 cases of parole violation in Kentucky during the study period, with the number increasing each year. Nearly half of the offenders were returned on technical violations, most of which involved absconding. The racial makeup of the parole violators resembled the general prison population; whites were more likely to be returned on technical charges while blacks were more likely to be given new felony convictions. The median age of the sample was 27 years. Sample members with prior adult incarcerations generally served longer terms than first offenders in the same crime class. The average time served for the entire sample was 36 months. The majority of the sample made parole at their first hearing, or received one deferral. Most parolees were on maximum supervision with the median time on parole being 12 months. Nearly one-third of those who violated were paroled to Jefferson County.
