The design/build concept, which provides a faster design and construction time for correctional facilities, gives the owner a contract that provides all designs and construction for one stated price.
Abstract
This method provides a single source of responsibility that leads to fast project development. The design/build team should involve a cooperative relationship between an architect and a builder or a design/build firm. Usually when the design/build concept is used, phased construction is also used. Phased construction overlaps the design and construction phases, saving time. The owner usually pays the design/build team for direct costs of labor and materials, plus fees for the design professionals, construction manager, and overhead and profit. A typical lump sum contract price may be requested, or a guaranteed maximum price may be specified. The design/build team becomes an extension of the owners' staff, providing direction for the project and information required to make daily decisions. This article details three methods for selecting a design/build team: bid notification, request for proposal, and request for qualifications/request for proposal. The activities of the design/build team are also described.
