THIS MANUAL, WHICH IS BASED ON THE EXPERIENCES OF MANY JURISDICTIONS, PROVIDES METHODS FOR COMBINING PUBLIC HEALTH SERVICES AND TRAFFIC LAW ENFORCEMENT TO DEAL WITH THE PROBLEM OF DRIVING WHILE INTOXICATED.
Abstract
ACKNOWLEDGING THAT NEITHER PUBLIC HEALTH SERVICES NOR THE LEGAL SYSTEM ALONE CAN EFFECTIVELY ADDRESS THE DRINKING-DRIVING PROBLEM, THIS MANUAL FOCUSES ON THOSE PARTS OF THE HEALTH/LEGAL SYSTEMS THAT DETERMINE WHETHER A PERSON WHO HAS BEEN ARRESTED FOR DRUNK DRIVING REPRESENTS A SIGNIFICANT THREAT AND, IF SO, THE IDENTIFICATION OF APPROPRIATE PUNISHMENT, TREATMENT, OR REHABILITATIVE MEASURES. THE FUNCTIONAL APPROACH EXAMINES EACH STEP OF BOTH THE LEGAL AND PUBLIC HEALTH SYSTEMS AND IDENTIFIES WAYS THESE STEPS CAN BE COORDINATED FOR MAXIMUM EFFECTIVENESS. IT PRESENTS TECHNIQUES FOR IDENTIFYING PROBLEMS WITHIN A PRESENT SYSTEM FOR HANDLING DRUNK DRIVERS, FOR DEVELOPING ALTERNATIVE STRATEGIES TO SOLVE THESE PROBLEMS, AND FOR SELECTING A PREFERRED STRATEGY. CHAPTERS DISCUSS EVALUATION OF A SYSTEM AND PROBLEMS LIKELY TO ARISE WITH THE IMPLEMENTATION OF A NEW SYSTEM. SELECTED READINGS ARE GIVEN AT THE END OF THE CHAPTERS AND AN OVERALL BIBLIOGRAPHY (CA. 250 REFERENCES) IS APPENDED. AN APPENDIX DESCRIBES PROCEDURES USED TO GATHER INFORMATION ON OPERATING HEALTH/LEGAL SYSTEMS AND SUMMARIZES 10 CASE STUDIES COLLECTED DURING THE PROJECT. OTHER APPENDIXES CONTAIN FORMS FOR USE IN DEVELOPING A SYSTEM DESCRIPTION AND STATE-BY-STATE LISTING OF THE AGENCIES ALCOHOL ABUSE PROGRAMS.
