This report describes a process for evaluating judgeship needs for the State of Florida.
Abstract
The report presents data and recommendations in the following categories: (1) How a weighted caseload system works; (2) Two ways to develop weights for cases; (3) The recommended process for weighted caseload methods; (4) Improving the quality of certification data; (5) Composition and responsibilities of a proposed Judgeship Needs Advisory Committee; (6) Long-term goals; (7) Possible improvements in the current system; (8) Possible requirement for new staff positions; (9) Time required to develop the new system; (10) Requirements for updating weights; (11) Costs of the new system; (12) Operational recommendations for a Delphi methodology, the process which should be used to weight case filings; (13) Interview outline for site visits and telephone surveys used to gather information in Florida; (14) Telephone survey questions and answers of States using weighted caseload systems; and (15) Forms used in California for judgeship needs assessment process.
