CONSIDERATIONS IN DESIGNING INTRUSION DETECTION SYSTEMS FOR BUSINESS ESTABLISHMENTS ARE DISCUSSED.
Abstract
THE IDEAL DESIGN FOR ANY INTRUSION DETECTION SYSTEM IS ONE THAT WILL ADEQUATELY PROTECT THE FACILITY AGAINST THE INTRUDER WHO POSES A THREAT TO THE COMMODITIES IN THE FACILITY. INTRUSION DETECTION EQUIPMENT DOES NOT ALONE CONSTITUTE AN EFFECTIVE INTRUSION DETECTION SYSTEM. OF EQUAL IMPORTANCE ARE THE ALARM TRANSMISSION (MONITORING) SYSTEM AND THE ALARM RESPONSE FORCE. BUSINESSES CONTEMPLATING THE INSTALLATION OF AN INTRUSION DETECTION SYSTEM SHOULD FIRST CONSIDER THE FOLLOWING QUESTIONS: (1) HOW THE ALARM WILL BE MONITORED (LOCALLY AUDIBLE ALARM, TELEPHONE DIALER, CENTRAL STATION); (2) WHO WILL RESPOND TO THE ALARM; (3) HOW LONG IT WILL TAKE THE RESPONSE TEAM TO ARRIVE AT THE FACILITY; (4) WHAT THE RESPONSE TEAM CAN AND WILL DO ONCE THEY ARRIVE AT THE FACILITY; (5) THE VALUE OF THE COMMODITIES BEING PROTECTED BY THE ALARM; (6) THE NATURE OF THE THREAT TO THE COMMODITIES; (7) THE SKILL REQUIRED OF AN INTRUDER TO COMPROMISE THE DETECTION SYSTEM; AND (8) THE CONSTRUCTION AND LOCATION OF THE FACILITY. THE ANSWERS TO THESE QUESTIONS ESTABLISH THE OPERATING CRITERIA FOR THE INTRUSION DETECTION SYSTEM AND PROVIDE THE BASIS FOR SYSTEM DESIGN. IT MUST BE REMEMBERED, HOWEVER, THAT AN INTRUSION DETECTION SYSTEM CANNOT AND IS NOT INTENDED TO REPLACE STANDARD PHYSICAL SECURITY FEATURES, SUCH AS WINDOW GRILLES, GATES, LOCKS, AND SAFES.
