THIS SURVEY REPORT EXPLORES THE INTERRELATIONSHIP BETWEEN THE COURTS AND PSYCHIATRIC HOSPITALS, AND CHILDREN NEEDING THOSE SERVICES.
Abstract
ONE OF THE OBJECTIVES OF THIS SURVEY BY THE OFFICE OF CHILDREN'S SERVICES WAS TO EXPLORE THE CHARGE RAISED BY SOME PSYCHIATRIC HOSPITALS THAT THE COURTS ARE ABUSING THEIR SERVICES, AND THE COURTS' CLAIM THAT THE HOSPITALS ARE UNRESPONSIVE TO THE COURTS' NEEDS. IT ALSO CONSIDERED THE PLIGHT OF TURNSTILE CHILDREN WHO FACE CONSTANT CONTACT WITH THE COURTS AND HOSPITALS. WHEN THERE IS A CONFLICT BETWEEN THE COURTS AND HOSPITALS OVER A CHILD'S HOSPITALIZATION, AN INDEPENDENT PSYCHIATRIST SHOULD MAKE THE FINAL DECISION. IT ALSO RECOMMENDED THAT THE STATE DEPARTMENT OF MENTAL HYGIENE PROVIDE ACCOMMODATIONS FOR A CHILD IF A CITY HOSPITAL IS FILLED. ADMISSION POLICIES AND PRACTICES OF THE CITY AND STATE HOSPITALS SHOULD BE PUBLISHED AND MADE AVAILABLE TO THE COURT AND TO THE OFFICE OF PROBATION....BS
