TREATMENT OF PRISONERS, DETAINEES OR PERSONS IN POLICE CUSTODY IN SOUTH WEST AFRICA AND OF POLITICAL PRISONERS AND DETAINEES IN POLICE CUSTODY IN SOUTHERN RHODESIA.
Abstract
THIS STUDY WAS UNDERTAKEN BY THE UNITED NATIONS COMMISSION ON HUMAN RIGHTS. IT SUMMARIZES THE CONCLUSIONS OF THE STUDIES PREPARED BY THE AD HOC COMMITTEE ON THE RIGHT OF EVERYONE TO BE FREE FROM ARBITRARY ARREST, DETENTION AND EXILE. IT ALSO CONSIDERS THE FINDINGS AND RECOMMONDATIONS OF THE AD HOC WORKING GROUP OF EXPERTS. THE LATTER GROUP FOUND THAT TREATMENT EXTENDED TO POLITICAL PRISONERS FELL FAR SHORT OF THE STANDARD MINIMUM RULES FOR TREATMENT OF PRISONERS. THE SHORTCOMINGS WERE INVARIABLY THE RESULT OF RACIAL DISCRIMINATION OR OF A REPRESSIVE POLITICAL POLICY. DELINQUENCY IS DISCUSSED BRIEFLY WITH REGARD TO ITS STIMULATION OF OTHER GROUPS INTO SOCIAL ACTION.
