COLLECTION OF DATA FROM SEVERAL STATE SURVEYS EXAMINING THE EXTENT OF DETENTION OF YOUTH IN JAILS AND JUVENILE DETENTION FACILITIES AND SERVICES PROVIDED.
Abstract
THE AUTHOR NOTES THE LACK OF ADEQUATE INFORMATION ON RECENT TRENDS IN JUVENILE JAILING. SEVERAL STATE SURVEYS ARE USED TO GIVE A PICTURE OF TRENDS IN JUVENILE JAILING. IN EXAMINING OFFENSE CHARACTERISTICS, THE AUTHOR USES THREE SURVEYS INDICATING PINS OFFENDERS (PERSONS IN NEED OF SUPERVISION) AS COMPRISING THE DOMINANT GROUP BY OFFENSE. OTHER SURVEYS GENERALLY POINT TO THE EXISTENCE INADEQUATE FACILITIES AND SCARCITY OF PROFESSIONAL STAFF. COMMENTS ARE MADE ON JUVENILE JAIL AND DETENTION RATES, CITING LEGAL DECISIONS RELATIVE TO THE ISSUE. STATUTORY PROVISIONS REGARDING JAILING AND DETENTION ARE DISCUSSED, CITING STATE PRACTICES AND REQUIREMENTS. RECOMMENDATIONS PROHIBITING COMMITMENT OF JUVENILES TO JAILS AND UPGRADING JUVENILE DETENTION STANDARDS ARE MADE.
