Abstract
CERTAINTY, BUT NOT SEVERITY, OF PUNISHMENT APPEARED TO BE RELATED TO VARIATIONS IN CRIME RATES. THE INCREASED CANADIAN MURDER RATE WAS EXPLAINED AS PART OF THE GENERAL PHENOMENON OF INCREASING CRIME, RATHER THAN DUE TO THE TEMPORARY SUSPENSION OF CAPITAL PUNISMENT.
