THE DETERRENT FACTOR IS A SINGLE POSITIVE WEIGHT FACTOR DETERMINED BY COMBINING THE DETERRENT ABILITY AND DETERRENT NEED WEIGHT FACTORS FOR A PARTICULAR CRIME CATEGORY.
Abstract
DETERRENT ABILITY REFERS TO A LAW ENFORCEMENT AGENCY'S ABILITY TO DETER CRIME BASED ON ITS TOTAL NUMBER OF OFFICERS AND THE FREQUENCY OF THEIR VISIBILITY IN A GIVEN AREA. DETERRENT NEED IS A WEIGHT FACTOR BASED ON THE RELATIVE NEED TO DETER CERTAIN TYPES OF CRIMES, OR THE NEED TO RESPOND QUICKLY TO THE SCENE OF SUCH A CRIME. BY TOTALLING THE WEIGHT FACTORS OF ALL CRIMES OVER A GIVEN PERIOD OF TIME AND IN SECTORS OR GEOGRAPHICAL DIVISIONS WITHIN THE JURISDICTION, AREAS HIGH IN THE DETERRENT FACTORS CAN BE IDENTIFIED AND PATROL PERSONNEL DEPLOYED ACCORDINGLY. A DEMONSTRATION LIST OF COMMON OFFENSES AND THEIR ASSIGNED DETERRENT ABILITY AND NEED WEIGHT FACTORS IS APPENDED.
