REPORT OF A PROJECT WHICH INVOLVED THE DEVELOPMENT AND IMPLEMENTATION OF THE PROCEDURES AND COMPUTER PROGRAMS TO COLLECT AND REPORT THE DATA NECESSARY TO DEVELOP A RESOURCE ALLOCATION SYSTEM.
Abstract
OBJECTIVES OF THIS PROJECT WERE TO DEVELOP A METHODOLOGY FOR COLLECTING SCOUT CAR RUN ACTIVITY, TO DEVELOP A METHODOLOGY FOR ENCODING SCOUT CAR RUNS WITH CENSUS TRACT AND BLOCK BASED UPON THE STREET ADDRESS, AND TO DEVELOP MANUAL PROCEDURES AND COMPUTER PROGRAMS TO ENCODE, EDIT, AND CREATE A DATA BASE OF AVAILABLE SCOUT CARS BY DAY, TIME, AND LOCATION. OTHER GOALS INCLUDED THE DEVELOPMENT OF COMPUTER PROGRAMS TO SUMMARIZE AND ANALYZE THE RUN ACTIVITY AND AVAILABLE SCOUT CAR DATA, AND BASED ON THE REPORTS DEVELOPED TO DETERMINE A REALLOCATION OF RESOURCES BETWEEN THE PRECINCTS WHICH WOULD EQUALIZE WORK LOADS ON THE SCOUT CARS. A DESCRIPTION OF THE ACTIVITIES UNDERTAKEN IN MEETING THESE GOALS IS PROVIDED. THE MAJORITY OF THIS PROJECT WAS DEVOTED TO THE DEVELOPMENT OF THESE PROCEDURES AND PROGRAMS. SUBSTANTIVE REPORTS FROM THE DATA COLLECTED WERE NOT PRODUCED UNTIL THE END OF THE PROJECT. CONSEQUENTLY, IT IS REPORTED THAT ACTUAL REALLOCATION OF RESOURCES AND OTHER CHANGES IN METHOD OF OPERATION AT THE DEPARTMENT WERE MINIMAL. PROJECTED ACTIVITIES FOR THE NEXT PHASE OF THIS PROJECT ARE INDICATED. INCLUDED IN THE APPENDIXES ARE ADDRESS CODING INSTRUCTIONS, RADIO UNITS ASSIGNED CODING INSTRUCTIONS, AND SAMPLE REPORTS.
