PROJECT TO DEVELOP AN OPERATIONAL PROCEDURE FOR RESISTING AND REDUCING CRIMES OF VIOLENCE IN BLACK GHETTOS BY ELIMINATING THE CRIME FACILITATOR KNOWN AS THE COLOR-CODE.
Abstract
THE COLOR-CODE PHENOMENON IS A RACIALLY BASED, DESTRUCTIVE POLICY OF SELECTIVE NON-COOPERATION WITH 'WHITE INSTITUTIONS'. THE MAJOR COMPONENTS OF THE CRIME REDUCTION STRATEGY ARE A NEIGHBORHOOD CONTROLLED COMPUTER-BASED INFORMATION SYSTEM, HIGH SPEED COMMUNITY INFORMATION COLLECTION AND DISTRIBUTION NETWORK, AND A PRE-CRIME EDUCATIONAL COUNSELING AND INTERVENTION CORPS. THE FINAL COMPONENT IS A LEGAL BROKERAGE CORPS TO SERVE AS A BRIDGE BETWEEN THE NEIGHBORHOOD AND THE CRIMINAL JUSTICE SYSTEM AND SOCIAL SERVICE AGENCIES AS WELL. THIS STATEGY ADDRESSES ITSELF TO COLOR-CODE WEAKNESSES WITH THE INTENT OF UNDERMINING THE CODE AS A CRIME FACILITATOR.
