This workbook is a step-by-step guide for the development or improvement of a jail industry program.
Abstract
The workbook complements two resource documents developed by the National Institute of Justice: "Operating a Jail Industry: A Resource Manual" and "Business Planning Workbook for Jail Industries." An introduction to jail industries focuses on the characteristics of a jail industry, its benefits, and its objectives. Also discussed are private-sector opportunities, type of work that might be performed, and resources. An outline of key development principles for a jail industry includes building a strong foundation, learning from others, analyzing potential opposition, the encouragement of participation, taking the time to plan, and using available resources. A single development process is not recommended; rather, key principles and concepts are discussed. The text identifies common components of all development processes. Three "sets" of activities into which the components may be organized are foundation decisions, development activities, and business planning. Eight activities are identified and discussed for foundation decisions, and seven tasks are described for development tasks and business planning. Checklists and resource lists are provided.
