Abstract
THE ECONOMIC DEVELOPMENT ADMINISTRATION EVALUATES PROJECT IMPACT AT THE LOCAL OR REGIONAL LEVEL. GROSS PRODUCT AND PER CAPITA INCOME ARE THE TWO PRIMARY MEASURES OF ECONOMIC DEVELOPMENT EMPLOYED. SECONDARY INDICATORS INCLUDE ECONOMIC, SOCIAL, AND POLITICAL FACTORS. CHANGE IN RESIDENTIARY EMPLOYMENT, INDEX OF GROWTH INDUSTRIES, DEGREE OF ECONOMIC CONCENTRATION, CHANGE IN LABOR FORCE PARTICIPATION RATE, LOAN POTENTIAL OF FINANCIAL INSTITUTIONS, GOVERNMENT FISCAL EFFORT, AND GOVERNMENT INVESTMENT EFFORT ARE THE SECONDARY ECONOMIC INDICATORS. THE SOCIAL INDICATORS CONSIDERED AS SECONDARY MEASURES OF ECONOMIC DEVELOPMENT ARE REGIONAL CLASS STRUCTURE AND EDUCATIONAL PROFILE. DEGREE OF POLITICAL PARTICIPATION IS ALSO A SECONDARY INDICATOR OF ECONOMIC DEVELOPMENT. THE GENERAL CRITERIA UNDER PROJECT-ORIENTED MEASURES ARE JOB LOCATION, ECONOMIC STRUCTURE, PRIVATE INVESTMENT, DEVELOPMENT PROCESS, AND SERVICE, SPECIAL CRITERIA ARE USED FOR ECONOMIC GROUPS IN URBAN AREAS, SKILL CENTERS, PLANNING GRANT PROGRAM, GROWTH CENTER PROGRAM, AND SELECTED INDIAN RESERVATION PROGRAMS.
